    Higher education students will receive health insurance travel reimbursement for medical care trips to student healthcare. At the same time, the maximum price regulation for Kela taxis will be extended and travel reimbursements for care arranged with a service voucher will be limited to the nearest treatment facility.

    Hospital districts will be able to organise and purchase elective surgery also in units that do not have round-the-clock joint emergency services. Strict quality requirements related to patient safety and emergency preparedness will nevertheless be set for these operations.

    Harmonised rules will be created for the value added tax (VAT) treatment of gift cards, lunch vouchers, and other vouchers. Tax on vouchers intended for a specific, identifiable purpose will be paid already at the time of purchase, whereas for multi-purpose vouchers, tax will be remitted only when they are redeemed.

    The right of agricultural entrepreneurs and fur producers to farm relief services and temporary stand-in assistance will be restricted, and the fees charged for the services will be increased. The entitlement of livestock producers to 26 days of free annual leave will remain unchanged.
