Expanding grounds for interrupting studies
Students at the Emergency Services Academy will be able to interrupt their studies or defer starting them for the duration of military service, non-military service, and family leave without losing their place of study. The change aligns the rules of the Emergency Services Academy with other educational institutions.

Transfer of rescue officer training
Responsibility for organising university of applied sciences education for rescue services officers will be transferred from Savonia University of Applied Sciences to the Police University College. At the same time, the training programme and its funding will be transferred entirely to the administrative branch of the Ministry of the Interior.

Updating rescue services legislation and appeals
Rescue services legislation will be brought up to date in line with the new administrative judicial procedure and data protection legislation. At the same time, students at the Emergency Services Academy Finland will be granted the right to apply for leave to appeal to the Supreme Administrative Court regarding decisions concerning their studies.

Transferring rescue services to regions
Responsibility for organising rescue services will transfer from municipalities to regions from the beginning of 2021. At the same time, vocational qualification training in the rescue sector and the organisation of regional national defence courses will be centralised nationally at the Emergency Services Academy Finland.
