    Abolishing ARA and transferring tasks

    The Housing Finance and Development Centre of Finland (ARA) will be abolished as a separate agency, and its duties will be transferred to a new Centre for State-subsidised Housing Construction established under the Ministry of the Environment. From 1 March 2025, the new centre will be responsible for granting state housing subsidies, supervising the housing stock, and carrying out the agency's other statutory responsibilities.

    Housing companies would be able to decide on demolishing an old building and constructing a new one by a four-fifths qualified majority instead of requiring the unanimity of all shareholders. A shareholder opposing the project would have the right to have their shares redeemed at fair market value.
