    Postal delivery in urban areas can be reduced to three days a week, but five-day delivery will be maintained in sparsely populated areas to secure the availability of newspapers and periodicals. At the same time, delivery speed requirements for letters will be relaxed and a reasonable profit margin will be permitted in the pricing of postal services.
