Distributing letter mail will no longer require an operating licence from the Government; a notification to the authorities will suffice. The reform makes it easier for new delivery companies to enter the postal market and promotes competition.

Flexible postal delivery and universal service
Postal delivery in urban areas can be reduced to three days a week, but five-day delivery will be maintained in sparsely populated areas to secure the availability of newspapers and periodicals. At the same time, delivery speed requirements for letters will be relaxed and a reasonable profit margin will be permitted in the pricing of postal services.
