Cutting Kela reimbursements for private healthcare
Kela reimbursements for private medical care will be cut significantly from the beginning of 2023. Reimbursements for most examinations, procedures and physiotherapy will be abolished, but reimbursements for mental health services and dental care will be retained.

Binding staffing ratios for student welfare
A binding staffing ratio for school social workers and psychologists will be established in schools and educational institutions. The reform will improve the availability of student welfare services and ensure equal support for children and young people.

Extending student welfare in vocational education
All students completing an initial vocational qualification and those in preparatory education will be entitled to school psychologist and school social worker services regardless of their mode of study. The change enters into force on 1 January 2018.
