The provision of voluntary carbon offsetting services will be exempted from the requirements of the Money Collection Act. Companies and organisations will be able to offer and sell climate emissions compensation services without a money collection permit.

Streamlining fundraising and permitting small collections
Organising fundraising will be made easier and more flexible through a new Money Collection Act. Non-profit organisations will be granted permits valid until further notice, and anyone will also be able to organise a small collection merely by submitting a notification to the police.

Expanding higher education fundraising rights
Universities of applied sciences will receive the right to organise money collections to support their operations and capitalisation. At the same time, the right of universities and the Finnish National Gallery to collect funds for capitalisation will be extended until the end of 2019.
