Easing construction regulations
Permit procedures and requirements for construction will be eased in order to speed up construction and reduce the administrative burden. For example, the mandatory climate report will be removed for builders of detached and semi-detached houses, and binding deadlines will be set for municipal building supervision authorities to process permit applications.

Regulating short-term rentals and energy efficiency
An annual limit of 90 days will be set for the short-term rental of an unoccupied home in local detailed plan areas, exceeding which will require a building permit. At the same time, provisions on zero-emission buildings and energy efficiency in line with EU directives will be added to the act.

Reforming building permits and climate requirements
A new Building Act will be enacted in Finland, merging building permits and action permits into a single building permit and exempting small outbuildings from permit requirements. At the same time, new low-carbon requirements will be set for construction and the permit system will become digital.

Extending the lighter building regulations trial
The experiment with more flexible building and planning regulations applied in Helsinki, Vantaa and Turku will be extended until the end of 2024. The experiment streamlines housing construction by allowing building permits to be granted before a plot is partitioned.

Renewable energy requirements for construction
A minimum 38 per cent share of renewable energy in purchased energy will be required for new buildings and buildings undergoing major renovation. In addition, environmental organisations will be granted a right of appeal against building permits in projects requiring a statutory environmental impact assessment.
