The social security and parental daily allowance systems will be made gender-neutral. Same-sex married and cohabiting couples will be treated on the same grounds for benefits as opposite-sex couples.

Legislative amendments for gender-neutral marriage
Same-sex couples will be able to convert their previously registered partnership into a marriage by simple notification, and the registration of new partnerships will be discontinued. At the same time, the requirement to be unmarried, which has been an obstacle to legal gender recognition, will be removed.

Clarifying international couples' property regimes
Finland will introduce common EU rules on which country's law and courts apply to the property of international couples and its division. At the same time, the recognition and enforcement in Finland of decisions on matrimonial property and the property consequences of registered partnerships issued in another state will be made easier.

Reforming forename and surname legislation
Finnish name legislation will be reformed by increasing freedom of choice in selecting names and moving the processing of name matters online. An individual will be able to have four forenames, a combination of two surnames, and additional time will be granted for notifying the name of a newborn child.
