Preventing instrumentalised migration at the border
In exceptional situations, Finland could prevent the entry of asylum seekers and turn them away immediately at the border if a foreign state uses them as an instrument of pressure. However, applications could still be accepted, for example, from children or persons in a particularly vulnerable position.

Reforming the electricity capacity reserve system
The electricity capacity reserve system will be reformed so that electricity storage and smaller units than before can also be approved as back-up power for peak winter consumption. The reform will safeguard security of electricity supply and adapt the national system to EU regulation.
