    Female genital mutilation and its preparation will be made specific punishable offences in the Criminal Code, and taking a person abroad to be subjected to mutilation will also be criminalised. At the same time, the right to bring charges for completed manslaughter will no longer be subject to a statute of limitations, and the specific provision on infanticide will be repealed.

    Finnish authorities will receive the competence to convert a death penalty imposed abroad into a prison sentence to be served in Finland. The amendment would enable the transfer and enforcement of sentences in Finland where the sentenced person is a Finnish citizen or resides in Finland.
