Victims of trafficking will receive help and support directly based on their own needs regardless of the progress of criminal investigations. The continuation of assistance will no longer depend on whether charges are brought or a conviction is secured.

Criminalising female genital mutilation
Female genital mutilation and its preparation will be made specific punishable offences in the Criminal Code, and taking a person abroad to be subjected to mutilation will also be criminalised. At the same time, the right to bring charges for completed manslaughter will no longer be subject to a statute of limitations, and the specific provision on infanticide will be repealed.

Converting foreign death penalties into imprisonment
Finnish authorities will receive the competence to convert a death penalty imposed abroad into a prison sentence to be served in Finland. The amendment would enable the transfer and enforcement of sentences in Finland where the sentenced person is a Finnish citizen or resides in Finland.
