Improving entrepreneur benefits and minimum allowances
The waiting period for sickness allowance for entrepreneurs insured under the Self-Employed Persons' Pensions Act (YEL) will be shortened to one day, and the level of minimum daily allowances under health insurance will be increased. In addition, both parents will be able to receive special care allowance simultaneously during terminal care of a child.

Clarifying terminal care and clinic choice
An explicit obligation to organise palliative care and end-of-life care will be written into the act, and patients will be able to change their local health centre every three months. In addition, information on waiting lists in specialised medical care will be published monthly.
