Introducing digital identity cards and wallets
Finland will introduce a phone-based digital identity card and a European digital identity wallet application. The reform will make it possible to prove identity, manage digital permits and certificates, and provide official electronic signatures using a mobile device.

Reforming feed control and export duties
Feed legislation will be brought into line with the European Union's Official Controls Regulation and national agency reforms. An official duty to support feed exports will be laid down in law for the Finnish Food Authority, and the protection of persons reporting infringements of regulations will be strengthened.

Updating authority tasks on citizens' initiatives
The Citizens' Initiative Act will be updated to correspond to new EU legislation and the reform of state authorities. The Digital and Population Data Services Agency will verify statements of support for European citizens' initiatives and advise citizens on initiative-related matters.

Reforming electronic identification and signatures
Finland's legislation on electronic identification and electronic signatures will be reformed to align with EU regulation. Citizens will also be able to use Finnish electronic identification means to access online services in other EU countries.
