Permanent euro-denominated caps will be set for collection costs on claims collected from businesses and other organisations. At the same time, time limits for collection measures will be extended and electronic service will be made more flexible.

Public contracting authorities will be required to receive electronic invoices that comply with the European standard. In addition, businesses and contracting authorities will be entitled to require their invoices in electronic format from other organisations.

Clarifying social assistance transfer practices
As basic social assistance is transferred to Kela, the division of work between Kela and municipalities, the forwarding of applications and the exchange of information will be clarified.
