Streamlining high-voltage grids and electricity connections
Connecting electricity generation and large industrial consumption sites to the electricity grid will be expedited and clarified. Distribution system operators and electricity producers will also be able to build high-voltage grids and direct lines more flexibly without a separate grid licence.

Banning ship wastewater discharges
Discharging scrubber washwater, treated sewage, and washing and galley grey water into the sea will be prohibited in Finnish territorial waters. In addition, new obligations will be placed on ports and shipping companies to reduce maritime emissions and provide on-shore power.

Reforming electricity market flexibility and consumer protection
Rules will be established on the electricity market for independent demand response providers, enabling more flexible management of customers' electricity consumption on the market. At the same time, advance billing of consumers' electricity bills will be restricted and a new dispute resolution board will be established for business customers in the electricity sector.

Enabling regional gas markets
Natural gas trade between Finland and the Baltic States would be facilitated by allowing the removal of transmission tariffs on the interconnector pipeline between the countries when the market opens. At the same time, regulation of distribution tariffs for electricity generation connected to high-voltage distribution networks would be enabled to improve competitive conditions.

Centralising electricity data in a datahub
A centralised data exchange system, or datahub, will be created for the retail electricity market to handle electricity contracts, supplier switches and electricity consumption metering data. The reform will speed up customer transactions and make data transmission between electricity companies smoother and more uniform.
