Streamlining further training for nurses
Nurses will be able to qualify as paramedics, midwives and public health nurses through separate supplementary education without completing a second full university of applied sciences degree. Paramedic and public health nurse qualifications can still also be completed directly as an integrated programme in connection with nursing studies.

Clarifying recognition of foreign professional qualifications
The rules governing the recognition of professional qualifications and professional traineeships acquired in another EU or EEA country will be specified. At the same time, the rules on equating foreign higher education degrees with degrees completed in Finland will be clarified.

Expanding nurses' prescribing rights
Nurses who have completed supplementary training will be able to prescribe medicines on a limited basis also in home care, specialised medical care and publicly outsourced services. The change will speed up patients' access to care and free up doctors' working time for more demanding tasks.

State compensation for nurse prescribing training
The state will begin paying compensation to healthcare employers for training in limited prescribing for nurses. The subsidy will compensate employers for tuition fees charged by universities of applied sciences.

Reforming recognition of healthcare qualifications
Recognition of healthcare professional qualifications is facilitated and supervisory cooperation between authorities across the EU is enhanced. At the same time, authorities are given better opportunities to verify that professionals arriving from abroad have sufficient language proficiency.
