Vessels will be required to report containers lost at sea, and fire safety requirements for ships will be improved. In addition, the processing of fairway dues will be streamlined by permitting automated decision-making for certain claims for revised assessment.

Reforming support for remediating contaminated areas
The state will support the investigation and remediation of contaminated soil, groundwater and sediments under a new support act. Support can be granted to municipalities, businesses and private individuals in situations where the party responsible for the contamination cannot be held liable.

Mandatory treatment of ship ballast water
Ships operating in international traffic will have to treat their ballast water to prevent the spread of harmful alien species. The requirements will apply to vessels flying the Finnish flag as well as international vessels calling at Finnish ports.
