Reforming central government regional administration
Central government regional administration will be reformed by merging the Regional State Administrative Agencies, Valvira (the National Supervisory Authority for Welfare and Health) and parts of the ELY Centres (Centres for Economic Development, Transport and the Environment) into a new nationwide Licensing and Supervisory Agency. At the same time, the current ELY Centres will be replaced by new vitality centres from 1 January 2026.

EU alignment of medical device regulation
The act governing medical devices will be updated to correspond to new EU regulations. The role of Valvira (the National Supervisory Authority for Welfare and Health) as the official supervisory authority will be confirmed, and provisions on language requirements for device-related documentation will be laid down.

Licensing rehabilitation counsellors, registering practical nurses
Rehabilitation counsellors will be granted the right to practise as licensed social care professionals in the same way as Bachelors of Social Services and geronomists. In addition, practical nurses on the healthcare register will automatically receive title protection in social care without a separate fee.

Internships in Finland for foreign-trained doctors
Persons who have graduated as doctors in an EU or EEA country will be able to complete the professional practical training required for their degree in Finland, regardless of the year they began their studies. Valvira (the National Supervisory Authority for Welfare and Health) will grant them a restricted right to practise as a doctor under the direction and supervision of another doctor for the duration of the training.

Transferring radiation doctor approvals to Valvira
The approval and registration of doctors examining the health of workers most exposed to radiation will be transferred from the Radiation and Nuclear Safety Authority (STUK) to Valvira (the National Supervisory Authority for Welfare and Health). At the same time, information on doctors' qualifications will be compiled in the public register of healthcare professionals.

Easing health protection supervision and notifications
Health protection supervision and notification procedures related to starting operations will be eased. Municipalities will no longer need to issue a separate official decision on every notification received.

Transferring prison health care
Prisoners' health care will be transferred from the Criminal Sanctions Agency to a new agency to be established in the administrative branch of the Ministry of Social Affairs and Health. At the same time, prisoners' medical care will be brought under the same official supervision as other public health care.

Civilian oversight of Defence Forces healthcare
Healthcare organised by the Finnish Defence Forces will be transferred to the supervision of Valvira (the National Supervisory Authority for Welfare and Health) and the Regional State Administrative Agency. The change would align the supervision of Finnish Defence Forces healthcare with that of other healthcare services.
