Reforming legal gender recognition
An adult will be able to confirm their legal gender through their own declaration without a medical examination or the requirement of infertility. The applicant must confirm their application after a reflection period of at least 30 days.

Gender hatred as an aggravating circumstance
Committing an offence motivated by hatred based on the victim's gender will be added to the Criminal Code as an aggravating circumstance. In addition, legal persons can be held criminally liable for certain offences committed out of gender hatred, such as aggravated defamation or unlawful threat.

Reforming personal identity codes
Foreign nationals will be able to obtain a Finnish personal identity code more easily and quickly than before, for example through electronic remote registration. In addition, new personal identity codes will no longer indicate gender, and personal identity codes may no longer be used alone to identify a person.

Mandatory equality plans for early childhood education
Day-care centres will be required to regularly draw up an equality plan to promote gender equality. The systematic work aims to dismantle gender roles and prevent discrimination already in early childhood.

Legislative amendments for gender-neutral marriage
Same-sex couples will be able to convert their previously registered partnership into a marriage by simple notification, and the registration of new partnerships will be discontinued. At the same time, the requirement to be unmarried, which has been an obstacle to legal gender recognition, will be removed.
