Tightening taxi sector regulation
Regulation of the taxi sector will be tightened by introducing mandatory taximeters, dedicated taxi registration plates and mandatory training for drivers. At the same time, new criminal convictions will be added as grounds for refusing licences to taxi entrepreneurs and drivers.

Tightening taxi regulation and oversight
Operating rules for taxis will be tightened to improve passenger safety and combat the shadow economy. Taxis will among other things be required to have a taxi light, clearer price information, and a device or taximeter collecting journey data for tax control.

Reforming transport qualifications and emergency preparedness
Heavy vehicle drivers will be able to obtain their professional qualification by taking examinations alone, and the local knowledge component will be removed from the taxi driver examination. At the same time, qualification requirements for authority vessels will be made more flexible and large transport companies will be required to prepare for disruptions.

Easing driver requirements for tourism businesses
Employees of home service and tourism businesses will no longer need a taxi driver licence for transport included in service packages. A standard driving licence will be sufficient for transport using a vehicle in the business's possession.
