Bankruptcy proceedings will be accelerated by easing the settlement of debts and expanding electronic services. At the same time, clear definitions will be established for the extent to which a bankruptcy estate is liable for environmental harm and hazardous substances left behind by a company.

Moving official notices online
Public notices and general notifications issued by public authorities will primarily be published on the authorities' websites instead of on physical notice boards and in the Official Gazette (Virallinen lehti). At the same time, the outdated Act on Public Notices will be repealed.

Digitalising tax decisions and construction reporting
The Finnish Tax Administration will be able to serve tax decisions and other documents electronically with the taxpayer's consent. In addition, builders of detached houses will no longer need to present building supervision with a certificate of a construction report submitted to the Finnish Tax Administration.

More flexible rural broadband subsidies
The statutory fixed disbursement schedule for broadband construction aid in sparsely populated areas will be removed from the act. The amendment gives projects additional time to construct networks and draw down subsidies.

Introducing cross-border bank account preservation
Creditors will be able to freeze a debtor's bank account funds in another EU member state more easily and quickly to secure their claims. In Finland, the issuing of preservation orders will be centralised at Helsinki District Court, and enforcement will be handled by the enforcement authority.

Easing car tax on leased cars
Car tax will only be paid on leased and rental cars used temporarily in Finland according to their actual period of use. At the same time, the conditions for the export refund of car tax will be eased, and decisions will be issued electronically.
