Public notices and plans for transport infrastructure projects will move to authorities' websites, and the obligation of direct notification will apply to property owners directly affected by a project. At the same time, central government administration of private roads will be clarified and provisions on appeals in the transport sector will be brought up to date.

Supplementing the proposal establishing Traficom
The proposal makes technical and substantive adjustments to an earlier proposal to establish the new Traficom (the Finnish Transport and Communications Agency). The amendments ensure that the agency reform will enter into force at the beginning of 2019.

Transferring road management to regions
The maintenance of highways, transport system planning and the organisation of public transport will be transferred from the abolished ELY Centres (Centres for Economic Development, Transport and the Environment) to the new regions and partly to the Finnish Transport Agency. The state will retain ownership of highways and steer road management through separate funding and agreements.

Reforming road traffic rules and penalties
Finland's road traffic rules will be completely overhauled, and an administrative traffic penalty fee will be introduced for minor traffic offences. At the same time, the rules will be clarified and legislation adapted to the digitalisation and automation of road traffic.

Extending tax rules for life-cycle projects
Tax and accrual rules for projects carried out under the life-cycle model will expand from state road projects to municipal and corporate construction projects, such as schools and hospitals. Under the amendment, project income, expenses and value added tax (VAT) will be accrued evenly across the entire contract period based on the use of the property.

Streamlining road and railway legislation
A lighter notification procedure will be introduced for placing roadside advertisements and laying cables in road areas. In addition, funding outside the state budget will be made possible for transport infrastructure projects, and the rules on land use and railway protection zones will be clarified.
