Introducing secure satellite positioning in Finland
Finland will introduce the EU Galileo system's jam-resistant satellite positioning service for public authorities and companies critical to security of supply. At the same time, the information society fee levied on telecom operators will be increased to maintain a location data service for underground network infrastructure.

Adapting EU data protection rules
A new Data Protection Act will be enacted in Finland to supplement the directly applicable EU General Data Protection Regulation. At the same time, the old Personal Data Act will be repealed and the supervision of data protection will be centralised under the Data Protection Ombudsman.

Reforming radio equipment and internet regulation
EU rules on radio equipment and net neutrality will be introduced in Finland, and licensing procedures for television and radio broadcasting will be clarified. At the same time, the use of anonymised radio communication data in new types of business will be permitted as a five-year trial.

Facilitating joint network infrastructure deployment
Network operators across different sectors will be obligated under certain conditions to deploy networks jointly and share their existing infrastructure in order to expand high-speed communications networks. In addition, high-speed internal communications networks must be installed in new residential buildings and those undergoing major renovation.

Extending the mobile subscription telemarketing ban
The ban on telemarketing mobile phone subscriptions to consumers will be extended by three years until 2018. In addition, the Finnish Communications Regulatory Authority will regain the power to issue technical regulations on the interoperability of television receivers and descrambling systems.
