Reforming secret information-gathering by Customs
The secret information-gathering methods used in crime prevention by Finnish Customs will be updated to align with the regulation governing the police and the Finnish Border Guard. Telecommunications monitoring authorisations will be granted directly to a person rather than for individual devices, and Finnish Customs will be able to conduct undercover information gathering online.

Penalties for illicit movement of cultural goods
Finnish Customs will be granted the right to impose a penalty fee for bringing or moving cultural goods into the customs territory of the EU if the goods were exported unlawfully from their country of origin. The fee may also be imposed in situations where the goods are merely transported through Finland or held in a customs warehouse.
