Reform of mediation and debt counselling
Responsibility for organising mediation services in criminal and civil cases will transfer from THL (the Finnish Institute for Health and Welfare) to the Legal Services Agency. At the same time, financial and debt counselling will be separated from legal aid offices into independent offices of their own.

Increasing research and development funding
The central government commits to increasing funding for research and development activities annually until 2030. The objective is to increase central government R&D funding to 1.2 per cent of gross domestic product.

Establishing the Finnish Food Authority
The Finnish Food Safety Authority Evira and the Agency for Rural Affairs (Mavi) will be merged into a new Finnish Food Authority at the beginning of 2019. At the same time, sectoral information management tasks from the National Land Survey of Finland and the supervision of the use of plant protection products from Tukes will be brought together into the new authority.
