Skills acquired in liberal adult education could be demonstrated through official digital open badges recorded in the national register of education records. At the same time, rules on training subsidies paid by study centres to organisations and the oversight of political party funding would be clarified.

Reforming daycare staffing and quality
A new Early Childhood Education and Care Act will be enacted in Finland to strengthen the pedagogical quality of early childhood education and care and clarify regulation in the sector. The reform will raise the qualification levels of daycare centre staff and establish a national database for early childhood education and care.
