Reforming and simplifying wage subsidies
The wage subsidy system will be clarified and subsidy rates harmonised to make it easier for unemployed people to find employment, especially in businesses. In addition, a new 70 per cent employment subsidy will be introduced for long-term unemployed people aged 55 and over.

Improving occupational safety and well-being
The Occupational Safety and Health Act will be reformed so that employers take better account of employee ageing as well as mental and physical workload. The amendments will support coping at work and the extension of working careers, especially for employees over 55 years of age.

Transferring employment services to trial municipalities
The provision of employment services for jobseekers would be temporarily transferred from the state public employment services (TE services) to participating municipalities across five regions. The trial would develop service models and support employment especially among young people and those who have been unemployed for longer periods.

Extending compulsory education to 18
Compulsory education will be extended until the age of 18, and upper secondary studies will become free of charge for students. At the same time, transitional education between basic education and upper secondary education will be merged into a new preparatory education programme.

Transferring employment services to municipal pilots
Some services and duties of the central government's public employment services (TE services) will be temporarily transferred to be organised by pilot municipalities. The pilot applies in particular to jobseekers who face difficulties finding employment, people under 30 years of age, immigrants, and jobseekers receiving labour market subsidy or basic unemployment allowance.
