Improving seafarers' protection in business transfers
Seafarers' employment relationships and terms will transfer automatically to the new owner when shipping operations are transferred to another company. The change brings the rules on maritime employment into line with other labour legislation and EU law.

Reforming employment services and unemployment security
Periodic interviews every three months will be introduced for the unemployed, and unemployment benefit funds will be used to pay pay subsidies, start-up grants and mobility allowances. In addition, work trials will be expanded to support recruitment, and short-term business activities will be facilitated through adjusted benefits.

Enhancing oversight of posted workers
Oversight of the working conditions of workers posted to Finland by foreign companies will be tightened by introducing a mandatory advance notification. Instead of criminal fines, direct administrative negligence fees that can also be collected from abroad will be imposed for breaches of obligations.
