Vaccine injury compensation for personnel abroad
State employees working abroad, personnel serving in crisis management duties and their family members will be entitled to compensation for adverse effects caused by a Covid-19 vaccine received abroad. Compensation will be paid on the same grounds as for pharmaceutical injuries caused by vaccines administered in Finland.

The special compensation paid to spouses of officials working in the foreign service will be increased. The compensation supplements a spouse's pension security when their own earning opportunities have been weakened due to postings abroad.

Transfer of foreign service healthcare reimbursements
Healthcare reimbursements for civil servants working in foreign missions and their family members will be transferred from the Ministry for Foreign Affairs to the State Treasury. At the same time, they will gain access to the same 24-hour travel support service as other state business travellers.

Streamlining consular and notarial services
Notarial services of Finnish missions could be outsourced to external service providers, and their provision within missions will be made more flexible. At the same time, authorities will discontinue separate estate services, and the service for obtaining documents from abroad will be restricted.

Facilitating employment for diplomats' families
Finland will conclude agreements with Colombia and Peru enabling family members of mission personnel to work in the receiving country. Family members would be able to engage in gainful employment without having to surrender their diplomatic status.
