Legislation on payment fraud and other offences involving payment instruments will be tightened. Clear provisions covering offences related to digital payment methods and virtual currencies will also be added to the Criminal Code.

Preventing falsified medicines and pharmacy agreements
Mandatory safety features will be introduced for prescription medicine packaging to enable verification of the authenticity of medicines and prevent falsifications. At the same time, pharmacies will have an obligation to check a customer's pharmacy agreement when dispensing medicines prone to abuse.

Clarifying Border Guard crime prevention
Provisions on crime prevention by the Finnish Border Guard will be consolidated into a new, separate act. At the same time, the Finnish Border Guard will receive new powers to monitor maritime and road traffic offences and to investigate certain aggravated offences.
