Obligations and penalties for reindeer herding
Reindeer herding co-operatives will have an obligation to draw up ten-year plans for the management and sustainable use of reindeer pastures. Rules on reducing reindeer numbers will be tightened, and a fixed penalty fee may be imposed on a reindeer owner who neglects the obligation to reduce reindeer.

Temporary cut to central government transfers
The central government transfer rate for basic municipal services will rise to 25.73 per cent from the beginning of 2026. At the same time, a temporary two per cent cut of 75 million euros will be made to central government transfers received by municipalities for 2026.

Extending student loan compensation deadlines
Higher education students will not lose their student loan compensation or student loan tax deduction if graduation or the start of studies is delayed because of the COVID-19 pandemic. An extension of one academic year will be granted for completing the degree due to reasons caused by the epidemic.

Flexibility for student loan compensation and aid
Studies delayed due to the coronavirus pandemic will not deprive students of their right to a student loan compensation or student loan tax deduction. At the same time, the right to student financial aid for British citizens residing in Finland is secured after Brexit.
