Extending the instrumentalised migration act
Finland will extend the validity of the exceptional act that allows restricting the reception of asylum applications at the border where necessary to combat instrumentalised migration. The act will remain in force until the end of 2028 without substantive changes.

Extending the pushback act
The validity of the so-called pushback act would be extended until the end of 2026. The act makes it possible to restrict applications for asylum at the border if a foreign state uses migrants to put pressure on Finland.

Preventing instrumentalised migration at the border
In exceptional situations, Finland could prevent the entry of asylum seekers and turn them away immediately at the border if a foreign state uses them as an instrument of pressure. However, applications could still be accepted, for example, from children or persons in a particularly vulnerable position.
