Children with an immigrant background will be given the option of a second year of supplementary instruction preparing for basic education to support language learning, but preparatory education will be restricted to those born abroad. At the same time, maximum fees for morning and afternoon activities for school children will be increased and linked to an index.

Clarifying TUVA education funding rules
The funding rules for preparatory education for programmes leading to an upper secondary qualification (TUVA education) organised by basic education providers will be clarified. The funding will be adjusted annually based on actual student numbers.

Extending compulsory education to 18
Compulsory education will be extended until the age of 18, and upper secondary studies will become free of charge for students. At the same time, transitional education between basic education and upper secondary education will be merged into a new preparatory education programme.
