Transferring employment and business services to regions
Employment and economic development services and regional development tasks will be transferred from central government and regional councils to the new regions from the beginning of 2020. The services will transition to a multi-provider model where jobseekers and businesses can also choose services from private providers.

Public bodies will be required to keep separate accounts for their commercial activities on the market in order to safeguard fair competition. State intervention in security-threatening property transactions
The state will gain the means to monitor and, if necessary, block real estate transactions that could endanger Finland's national security. Buyers from outside the EU and the EEA will be required to obtain a permit to buy real estate in Finland.

Streamlining tax accounting and data exchange
The procedure for tax remittances to municipalities and other tax recipients will be accelerated by moving to monthly adjustment remittances and abolishing remittance interest. The Finnish Tax Administration will receive pension and benefit data directly from Kela (the Social Insurance Institution), making it easier to determine the correct tax rate.

State coverage of official travel damages
The state will discontinue private travel insurance policies and begin compensating for damages occurring on official travel abroad directly through the State Treasury. The change will bring savings to the state and harmonise travel coverage for personnel.
