Establishing Defence Properties in Senate Group
Management of central government defence real estate will be brought together under a new public enterprise, Defence Properties, which will operate as a subsidiary of Senate Properties. At the same time, the Construction Establishment of the Defence Administration will be abolished and its operations transferred to become part of the new Senate Group.

Enshrining state premises leasing in law
The obligation of state agencies to lease their premises primarily from the Senate Group will be transferred from a decree directly into an act. At the same time, the conditions under which premises may exceptionally be leased from other operators will be clarified.

Reforming government services' regional presence
The traditional central government regionalisation model will be abandoned and replaced by nationwide planning for government services and units. The Government will draw up a plan for each parliamentary term to steer the placement of government functions and the multichannel availability of services.

Incorporating Metsähallitus forestry operations
Commercial timber sales and forestry of Metsähallitus (the state forest enterprise) will be transferred to a new, wholly state-owned limited liability company. State land and water areas will remain under direct state ownership with the state enterprise, and public administration duties such as nature conservation will be separated into a distinct unit.
