Enhancing prison security and supervision
The Criminal Sanctions Agency will receive clearer powers to restrict prison operations in serious societal disruptions and to supervise prisoners in everyday life. At the same time, security requirements for prison leaves will be tightened, and prisoners' ability to use their personal payment cards will be promoted.

Banning smoking indoors in prisons
Smoking will be prohibited indoors in prisons, but prisoners will be permitted to smoke outdoors during outdoor exercise. In addition, prisoners will be guaranteed a statutory right to free support and replacement therapy for smoking cessation.

Tackling crime during imprisonment
The Criminal Sanctions Agency's supervisory powers in prisons will be enhanced and its ability to exchange information with pre-trial investigation authorities will be improved. The Criminal Sanctions Agency will be able to disclose information to the police on its own initiative, monitor prisoners' payment card accounts and participate in joint criminal intelligence.

Temporary postponement of prison sentences
The start of conversion sentences for fines and unconditional prison sentences will be temporarily postponed due to the coronavirus epidemic. No new reporting dates will be set by the end of July 2020 for sentenced offenders arriving in prison from liberty.

Instead of being imprisoned, a person suspected or convicted of an offence could be placed under an electronically supervised travel ban or investigative detention. At the same time, the retention period for remand prisoners on police premises will be significantly shortened.

Prisoners' spending allowance, activity allowance and wages will be reformed to be daily and more equitable than before. At the same time, the use of payment cards by prisoners will be enabled, as well as the restraining of all prisoners being transported for security reasons.

Improving protection and rights of crime victims
The right of crime victims to receive information, support and protection during criminal proceedings would be strengthened. Victims of serious crimes would, among other things, be granted the right to receive notification upon request when an offender is released from prison.

Transferring prison health care
Prisoners' health care will be transferred from the Criminal Sanctions Agency to a new agency to be established in the administrative branch of the Ministry of Social Affairs and Health.
