Reforming fuel stockpiling obligations
Rules on the compulsory stockpiling of natural gas and other imported fuels will be updated. The obligation to stockpile natural gas will apply to gas users and sellers instead of importers, including smaller operators.

Requiring energy certificates for more buildings
Energy performance certificates will be required for a wider range of building types, such as indoor swimming pools, ice rinks, warehouses, and protected buildings. The amendment aligns Finnish legislation with the EU Energy Efficiency Directive.

Confidentiality for Defence Forces chemical depots
Provisions on publicity and consultation may be derogated from in environmental permit and notification procedures concerning specially protected chemical and fuel depots of the Finnish Defence Forces. This will ensure that information critical to national defence is not disclosed during environmental protection oversight.

Updating animal disease rules and compensation
State compensation paid for combating animal diseases will be aligned with EU State aid rules, and the powers of authorities to prevent illegal imports will be enhanced. At the same time, requirements concerning the storage of equine semen and cross-border transport of reindeer will be eased.
