Responsibility for organising mediation services in criminal and civil cases will transfer from THL (the Finnish Institute for Health and Welfare) to the Legal Services Agency. At the same time, financial and debt counselling will be separated from legal aid offices into independent offices of their own.

Social lending will become a mandatory service in all wellbeing services counties. Low-income and indebted people will be able to apply for social credit regardless of where they live.

Responsibility for organising financial and debt counselling will be transferred from municipalities and the Regional State Administrative Agencies to state legal aid offices. The content of the advice provided to citizens will remain unchanged, but the availability of services and online transactions will be harmonised across the country.
