Alko and alcohol retailers will be permitted to deliver alcoholic beverages directly to customers. The age of the person ordering and the recipient must be verified both during online ordering and upon delivery.

Reporting obligation for cross-border payments
Banks and other payment service providers will be required to report information on cross-border payments to the Finnish Tax Administration. The reform will combat value added tax (VAT) fraud related in particular to international e-commerce.

Strengthening consumer protection in trade
Consumers' rights will be strengthened in cases of defects in both traditional sales of goods and digital services. The reform will extend the presumption period for the seller's liability for defects and introduce dedicated consumer protection rules for digital content.

Reforming VAT on e-commerce
All goods ordered from outside the EU will become subject to value added tax (VAT) regardless of the value of the consignment. At the same time, centralised declaration and payment systems will be introduced to handle taxation for international online and distance selling.

Injunction proceedings against online platforms
Businesses and organisations representing them will be able to apply to the Market Court to prohibit unlawful terms and conditions or practices of online platforms or search engines. An injunction can be reinforced with a conditional fine.

Value added tax will be simplified for small businesses selling digital services in cross-border EU trade. Small businesses will be able to pay value added tax to their home country if sales of services to other EU countries remain below 10,000 euros.
