Public procurement will place stronger emphasis than before on quality, environmental impacts and sustainability instead of merely price. Companies will be subject to mandatory exclusion from public tendering if an executive is convicted of an aggravated environmental offence.

Facilitating joint network infrastructure deployment
Network operators across different sectors will be obligated under certain conditions to deploy networks jointly and share their existing infrastructure in order to expand high-speed communications networks. In addition, high-speed internal communications networks must be installed in new residential buildings and those undergoing major renovation.
