Extending data protection fines to authorities
Administrative fines could be imposed on public authorities and other public bodies for breaches of data protection rules. At the same time, situations in which citizens do not need to be notified of a data breach would be clarified.

Establishing the Finnish Food Authority
The Finnish Food Safety Authority Evira and the Agency for Rural Affairs (Mavi) will be merged into a new Finnish Food Authority at the beginning of 2019. At the same time, sectoral information management tasks from the National Land Survey of Finland and the supervision of the use of plant protection products from Tukes will be brought together into the new authority.

Adding Siuntio and Tuusula to HSL
Siuntio and Tuusula will join the operating area of the Helsinki Regional Transport Authority (HSL) joint municipal authority from the beginning of 2018. At the same time, the transitional period for licence requirements for rail transport safety duties will be extended and the rules on open ticket interfaces will be clarified.

Enhancing workplace grey economy oversight
Occupational safety and health authorities will receive broader rights to exchange confidential information with other authorities to combat the grey economy. At the same time, occupational safety and health inspectors can oblige employers to issue an employee with a missing lay-off certificate or grounds for the termination of an employment contract.

Improving information access for rescue services
Rescue authorities and the Emergency Response Centre Agency will obtain broader rights to retrieve necessary information from registers held by various authorities. In addition, the status of the Finnish Border Guard in emergency response centre operations will be clarified, and it will be granted access to the emergency response data system.
