Reforming Sámi Parliament electoral criteria
The rules for admission to the Sámi Parliament's electoral roll will be reformed and the right of self-determination of the Sámi strengthened. The electoral roll will be recompiled on the basis of new criteria, and an independent appellate board will be established for appeals concerning the electoral roll.

Strengthening Sámi self-determination and voting rights
Criteria for entry into the Sámi Parliament's electoral roll will be reformed to place greater emphasis on language, and the electoral roll will be compiled anew. The obligation of public authorities to negotiate and cooperate with the Sámi Parliament will be significantly strengthened.

Updating the Criminal Code for regional reform
The Criminal Code will be updated to correspond to the regional and health and social services reform. Regional elections, public officials, elected officials, and subsidies granted by regions will be brought within the scope of the Criminal Code's provisions.

Creating a single prosecution authority
The Office of the Prosecutor General and 11 local prosecution offices will be merged into a single nationwide agency, the National Prosecution Authority. The reform will streamline prosecution work and harmonise decision-making practice across the country.
