Streamlining land-use planning
Finland's land use legislation will be reformed to streamline land-use planning and promote investments. The reform eases guidance from the regional land use plan, sets a minimum distance for wind turbines, and strengthens landowners' right of initiative in planning.

Strengthening municipal and environmental roles in mining
The Mining Act will be amended so that establishing a new mine will always require a plan approved by the municipality. At the same time, environmental protection will be improved, the conditions for mineral exploration tightened, and access to information and opportunities to exert influence for landowners and local residents increased.

Streamlining planning and building permits
Regulation and permit processes for planning and construction are eased. The reform would speed up plan amendments, facilitate construction, and expand location opportunities for large retail units.

Ending ministry confirmation of regional plans
Regional land use plans and joint municipal master plans will no longer need to be submitted to the Ministry of the Environment for confirmation. Plans will enter into force directly on the basis of local decisions, and related appeals will be handled by the administrative courts.
