Laki kunnan peruspalvelujen valtionosuudesta annetun lain muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan kunnan peruspalvelujen valtionosuudesta annetun lain (1704/2009) 35 ja 36 § sekä 55 §:n 1 momentti, sellaisina kuin ne ovat laissa 1485/2016, sekä lisätään 2 §:n 1 momenttiin, sellaisena kuin se on laeissa 1347/2010 ja 1485/2016, uusi 10 a kohta ja 59 §:n 2 momenttiin, sellaisena kuin se on laeissa 1347/2010, 676/2014 ja 1508/2016, uusi 7 a kohta seuraavasti:
2 §Poikkeukset soveltamisalasta
Tämän lain perusteella ei myönnetä valtionosuutta käyttökustannuksiin, jotka aiheutuvat:
10 a) työttömyysturvalain (1290/2002) 14 luvun 3 a §:ssä tarkoitetusta kuntien rahoitusosuudesta;
35 §Veroperustemuutoksien huomioon ottaminen valtionosuudessa
Vuoden 2018 verotuksessa toteutettavista veroperustemuutoksista johtuvia verotulovähennyksiä vastaavasti lisätään kuntien valtionosuutta 23,93 euroa asukasta kohden.
Jos 1 momentissa tarkoitetun valtionosuuden lisäyksen jälkeen kunnan verotulojen menetys on suurempi kuin 23,93 euroa asukasta kohden, lisätään kunnan peruspalvelujen valtionosuutta euromäärällä, joka saadaan vähentämällä asukaskohtaisesta verotulojen menetyksestä 23,93 euroa asukasta kohden. Jos kunnan verotulojen menetys on pienempi kuin 23,93 euroa asukasta kohden, vähennetään kunnan valtionosuudesta euromäärä, joka saadaan vähentämällä 23,93 eurosta kunnan verotulojen menetys asukasta kohden. 36 §Määräaikaiset kuntien valtionosuuteen kohdistuvat vähennykset ja lisäykset
Vuosina 2016—2019 kunnan peruspalvelujen valtionosuudesta vähennetään vuosittain indeksikorotusta vastaava määrä. Vuonna 2018 indeksikorotusta vastaava määrä on 7,72 euroa asukasta kohden.
Vuonna 2018 kunnan peruspalvelujen valtionosuudesta vähennetään 85,47 euroa asukasta kohden liittyen kilpailukykysopimuksen toteuttamisesta kunnille aiheutuviin säästöihin.
Vuonna 2018 kunnan peruspalvelujen valtionosuudesta vähennetään 4,40 euroa asukasta kohden pitkäaikaistyöttömien eläketuen menojen vähennyksestä johtuen.
Vuonna 2018 kunnan peruspalvelujen valtionosuudesta vähennetään 0,28 euroa asukasta kohden opiskelijavalintajärjestelmän rahoittamiseksi.
Vuonna 2018 kunnan peruspalvelujen valtionosuudesta vähennetään 4,10 euroa asukasta kohden lääkintä- ja lääkärihelikopteritoiminnan rahoittamiseksi.

55 §Valtionosuusprosentti ja kunnan omarahoitusosuus
Kunnan 6—13 §:ssä tarkoitetut laskennalliset kustannukset jakautuvat siten, että kuntien valtionosuus on 25,34 prosenttia (valtionosuusprosentti) ja kuntien omarahoitusosuus on 74,66 prosenttia.
59 §Kustannustenjaon tarkistuksessa huomioon otettavat käyttökustannukset
Kustannustenjaon tarkistuksessa ei oteta huomioon kuitenkaan käyttökustannuksia, jotka aiheutuvat:
7 a) työttömyysturvalain 14 luvun 3 a §:ssä tarkoitetusta kuntien rahoitusosuudesta;
