Reforming immigrant integration training funding
Act amending section 10 of the Liberal Adult Education Act
Funding for training included in an immigrant's integration plan within liberal adult education will be separated into a distinct entity. Central government transfers will be increased so that education for immigrants does not depend on educational institutions' other educational provision.

What is proposed
The Liberal Adult Education Act will be amended so that the Ministry of Education and Culture confirms the units of performance and their 100 per cent central government transfer for training approved in an immigrant's integration plan as a separate entity.
What it means
The amendment will enter into force on 1 January 2022 and raise the central government transfer funding for this training to 11.83 million euros, covering the needs of an estimated 4,000 immigrant students. For liberal adult education institutions, such as adult education centres and folk high schools, the change will create a more predictable funding base and remove the need to apply for separate Youth Guarantee study voucher grants from the Finnish National Agency for Education.

Key points of the debate
The debate addressed separating central government transfers for immigrant integration training into a distinct entity within the funding system for liberal adult education. The funding reform received broad cross-party support across government and opposition lines, but differences of opinion emerged regarding the quality of education and language learning.
- Does integration training ensure sufficient language skills for further studies?
- Do certificates from the training create unfair competition for places in upper secondary education?
- Centre PartyIn favour
Separating the funding into an independent entity eliminates competition with other liberal adult education and safeguards flexible educational paths, particularly for hard-to-reach target groups.
”Rahoituksen eriyttäminen estäisi vastakkainasettelun syntymisen rahoituksen riittämättömyydestä maahanmuuttajakoulutuksen ja muun vapaan sivistystyön koulutuksen välillä.”
— Hanna-Leena Mattila - GreensIn favour
Additional funding and reforming the funding model are very welcome, as they strengthen integration and support immigrant women's employment and participation in particular.
”Maahanmuuttajien kotoutumiskoulutukseen lisättäisiin 5 miljoonaa euroa rahoitusta vuositasolla. Tämä on erittäin tervetullut esitys.”
— Inka Hopsu - Left AllianceIn favour
Separating the funding and providing additional investments will ensure stable resources for integration training in liberal adult education so that students acquire sufficient language skills for further studies.
”Nyt hallitus on ryhtynyt korjaamaan tätä puutetta.”
— Li Andersson - National Coalition PartyIn favour
The proposal is appropriate and necessary, and learning Finnish or Swedish quickly creates the conditions for progressing along educational paths and in society.
”Valiokunta pitää hallituksen esitystä tarpeellisena ja tarkoituksenmukaisena ja ehdottaa lakiehdotuksen hyväksymistä teknisluonteisella korjauksella muutettuna.”
— Paula Risikko - Finns PartyIn favour with reservations
Separating the funding was considered positive in itself, but the group expressed concern that good grades awarded despite poor language skills could displace Finnish young people from sought-after fields of vocational education and training.
”Kyllä se vain aiheuttaa suomalaisissa syrjäytymistä.”
— Juha Mäenpää
