Cutting state funding for churches

Acts amending section 2 of the Act on Central Government Funding to the Evangelical Lutheran Church for Certain Social Tasks and section 119 of the Orthodox Church Act

The state will cut funding received by the Evangelical Lutheran Church and the Orthodox Church by a total of 20 million euros from 2025 onwards. The saving will balance central government finances in a situation where the tax revenues of the churches are estimated to increase correspondingly due to other tax changes.

What is proposed

The base amount of central government funding paid to the Evangelical Lutheran Church for social tasks and the government grant awarded to the Orthodox Church will be permanently reduced by a total of 20 million euros from 2025 onwards. The new level of funding for the Evangelical Lutheran Church will be set at approximately 105.0 million euros (a cut of 19.6 million euros) and the grant for the Orthodox Church at approximately 2.38 million euros (a cut of 400,000 euros). In addition, index increments to both funding streams will be curtailed by one percentage point in 2026 and 2027.

What it means

The amendment will enter into force on 1 January 2025 and strengthen central government finances by 20 million euros annually. It weakens the churches' direct state support for statutory tasks, such as burial services, population registration and the maintenance of culturally and historically significant properties. The impacts depend on the decisions made by parishes: if the deficit is covered by raising burial fees, costs could rise by an average of about 400 euros per burial, affecting deceased estates and heirs regardless of religious denomination. If the deficit is covered from parish tax revenues, the costs will fall on church tax payers. However, the churches' church tax revenues are estimated to increase simultaneously by nearly 50 million euros in total as a result of other tax legislation changes.

Key points of the debate

The debate focused on the 20 million euros cut to central government funding for the social tasks of the Evangelical Lutheran Church and the Orthodox Church. The government parties considered the cut justified as part of central government fiscal adjustment, as the churches' tax revenues are increasing at the same time. The opposition opposed the proposal or considered the cut too large, as the churches' statutory obligations remain unchanged.

  • Will funding for the churches be sufficient for statutory social tasks, such as burial services?
  • Does cutting central government funding place church tax payers in an unequal position as funders of services for non-church members?
  • Was the 20 million euros cut correctly proportioned in relation to the revenue generated by the tax changes?
  • National Coalition PartyIn favour with reservations

Adjustment of central government finances is necessary, but there is concern that parishes will have to cover burial costs that apply to everyone using church taxes paid by church members.

”Huolestuttavaa on se, että seurakunnat joutuvat kattamaan hautauskustannuksia kirkollisverorahoilla eli kirkon jäsenet maksavat kirkkoon kuulumattomien hautauksista.”
    — Juha Hänninen
  • Finns PartyIn favour

Cutting central government funding is a necessary adjustment measure to balance the growth in church tax revenues brought about by other tax changes without jeopardising the churches' finances.

”Saamansa selvityksen perusteella hallintovaliokunta pitää esitystä tarpeellisena ja tarkoituksenmukaisena.”
    — Mira Nieminen
  • In a difficult fiscal situation, savings are justified, and following the tax revenue changes, the overall finances of parishes will remain positive despite the cut.

”on sinänsä ymmärrettävää, että vähennysmuutosten vuoksi syntyvää verotulotuoton kasvua seurakunnille halutaan vetää ikään kuin valtion kassaan vajaat puolet lisäyksen kokonaismäärästä.”
    — Päivi Räsänen
  • Social DemocratsIn favour with reservations

Participation by the churches in efforts to save central government finances is acceptable in principle, but the proposed cut is too large and should be moderated.

    — Eemeli Peltonen
  • The state is cutting funding for the churches unilaterally by dismantling an earlier agreement while leaving the heavy statutory obligations unchanged.

”Heti alkuun totean, että tulemme toisessa käsittelyssä esittämään tämän lakiesityksen hylkäämistä”
    — Hanna Räsänen
  • Social obligations should not be placed on religious communities to cover through membership fees, and because of the cut, church members will have to pay for the burial services of others as well.

”Kysymys on periaatteellinen, ja sen takia minäkään vasemmistoliiton edustajana en voi tätä esitystä hyväksyä.”
    — Anna Kontula
