What is proposed
Unit prices and maximum amounts per vessel call under the Fairway Dues Act will be increased proportionally by 75.2 per cent from 1 January 2025. At the same time, the temporary act under which fairway dues had been halved until the end of 2027 will be repealed, but the criteria for determining the dues, the ice class gradations and the annual maximum numbers of payments will remain unchanged.
What it means
The change will increase central government fairway dues revenue by an estimated 36 million euros a year, raising the total yield to approximately 85 million euros. The cost burden will fall on shipping companies operating maritime transport and, through them, on foreign trade industrial and logistics companies as well as ship passengers. In practice, the upward pressure on service prices will average from a few tens of cents to a maximum of about one euro per tonne of freight, passenger ticket or transported vehicle.
How Parliament voted
The act ultimately passed without a vote: no MP proposed rejecting it in the final reading. The votes concerned details of the act.

Key points of the debate
The debate centred on increasing fairway dues on merchant vessels and how it affects the competitiveness of Finland's export industry and ports. The Centre Party strongly opposed the proposal, viewing it as contrary to the Government Programme and as a measure that impairs the economy. The government parties and the rest of the opposition accepted the increases for the sake of central government finances, but considered it important to maintain discount systems and security of supply.
- Does the increase in fairway dues unreasonably weaken the competitiveness of the export industry and ports?
- Did the Government break its promise of a permanent halving of fairway dues for maritime transport?
- Finns PartyIn favour with reservations
The group's representative considered the proposal poor and contrary to the Government Programme and expressed concern over how ports will cope, but stated support for it as part of the government coalition.
”Tämä hallitus on tehnyt monta hyvää esitystä, ja sitten on lähes yhtä paljon vielä parempia esityksiä. Tämä esitys ei, pakko sanoa, kuulu nyt kumpaankaan.”
— Juho Eerola - Swedish People's PartyIn favour with reservations
The group considered the increase necessary for central government finances, but stressed that ice class discounts and caps on vessel visits are critical for traffic to Åland and for security of supply.
”Det är inte roligt att farledsavgifterna höjs, men genom att slå vakt om rabattsystemet minimerar vi effekten på linjetrafiken till Finland och Åland, som är helt avgörande för Finlands försörjningsberedskap”
— Mats Löfström - Social DemocratsIn favour with reservations
The group criticised the Government for vacillating on policies regarding logistics fees, but welcomed the fact that ice class discounts, which are key to security of supply, are retained.
— Seppo Eskelinen - Centre PartyAgainst
The group opposed the increase in fairway dues because it weakens the competitiveness of Finland's export industry and ports and violates the promise in the Government Programme to make the halving of dues permanent.
”Jo vaalikauden toisessa talousarvioesityksessä hallitus kuitenkin pettää vientiteollisuudelle ja varustamoille antamansa lupauksen ja on nostamassa väylämaksut täysimääräisiksi.”
— Vesa Kallio - Left AllianceIn favour with reservations
The group considered the bill's objectives understandable from the perspective of central government finances, but stressed concern over competitiveness and welcomed the retention of discount systems.
”Valiokunta pitää pitkäjänteistä väylämaksupolitiikkaa tärkeänä ja kantaa huolta siitä, että nyt sovitut muutokset saattavat vaikuttaa kielteisesti kilpailukykyyn.”
— Timo Furuholm
