Laki työttömyysturvalain 11 luvun väliaikaisesta muuttamisesta
Eduskunnan päätöksen mukaisesti lisätään työttömyysturvalain (1290/2002) 11 lukuun väliaikaisesti uusi 4 c § seuraavasti:

Työnhakijan oikeuteen saada työmarkkinatukea ei sovelleta, mitä 2 luvun 5 §:n 4 momentissa säädetään päätoimisen työllistymisen jatkumisesta, jos henkilön päätoiminen työskentely yrityksessä on päättynyt hyvin laajalle levinneen vakavan tartuntataudin takia.
Henkilön päätoimisen työskentelyn katsotaan 1 momenttia sovellettaessa päättyneen myös silloin, kun yritystoiminnasta siinä jokaista yrittäjänä työskentelevää henkilöä kohti syntyvä tulo on vähemmän kuin 1 089,67 euroa kuukaudessa. Tulon on tullut vähentyä hyvin laajalle levinneen vakavan tartuntataudin takia.
Edellä 1 momentissa tarkoitetun työnhakijan oikeuteen saada työmarkkinatukea ei sovelleta 2 luvun 1 ja 4 §:ää, mitä 2 luvun 5 ja 5 a §:ssä säädetään työllistymisestä omassa työssä, 9, 10, 10 a, 11 ja 13–16 §:ää, 2 a luvun 4–7 §:ää, mitä 2 a luvun 8 §:ssä säädetään työstä kieltäytymisestä, eikä 2 a luvun 9–12, 12 a, 13, 13 a ja 14 §:ää. Työnhakijan oikeuteen saada työmarkkinatukea sovelletaan kuitenkin, mitä 2 luvun 1 §:ssä säädetään työnhakijana olemisesta ja 2 a luvussa työstä kieltäytymisestä, jos hän kieltäytyy työnantajan hänelle yksilöidysti tarjoamasta työstä. Työnhakijalla ei ole oikeutta työttömyysetuuteen, jos hän työllistyy kokoaikatyössä yli kahden viikon ajan.
Edellä 1 momentissa tarkoitetun työnhakijan oikeuteen saada työmarkkinatukea ei sovelleta 7 luvun 2 §:ää, 7 luvun 4 §:n 2 momenttia eikä 7 luvun 7 ja 9 §:ää.
Työnhakijalla on oikeus työmarkkinatukeen 1–4 momentissa tarkoitetulla tavalla myös silloin, jos hänellä ei ole oikeutta ansiopäivärahaan tai peruspäivärahaan sen vuoksi, mitä 2 luvun 5 §:n 4 momentissa säädetään päätoimisen työllistymisen jatkumisesta, ja hän muutoin täyttää työmarkkinatuen saamisen edellytykset.

Tämä laki tulee voimaan päivänä kuuta 20 ja on voimassa 30 päivään marraskuuta 2021.
