What is proposed

The range for the general property tax rate and the tax rate on buildings other than permanent residences will be raised from 0.93–1.80 per cent to 1.03–2.00 per cent as of 2018. The range for the property tax rate on permanent residential buildings will, in turn, be raised from 0.41–0.90 per cent to 0.45–1.00 per cent as of 2019.

What it means

The change will tighten property taxation for owners of properties, such as residential buildings, summer cottages, land and commercial premises, in municipalities where rates lower than the new minimum limits are applied. The changes are estimated to bring municipalities additional revenue of approximately 49 million euros in 2018 and approximately 16 million euros in 2019, around half of which will be in the Greater Helsinki area.

Key points of the debate

The debate focused on raising the property tax ranges and the rising cost of housing. During committee consideration, the increase to the lower limits was removed from the Government's original proposal, leaving only the increase to the upper limits. The proposal caused widespread controversy over the predictability and necessity of taxation, and the opposition demanded its rejection or submitted statements on it.

  • Will property tax increases raise housing costs unreasonably?
  • Was raising the upper limits necessary once the increase to the lower limits was abandoned?
  • Should the reform of taxable values for properties be implemented before tax increases?
  • The National Coalition Party viewed property taxation as part of the overall tax system, safeguarding municipal revenue and preventing tax increases on labour.

Myöskin tällä kiinteistöveron korotuksella pyritään hillitsemään kuntien tarvetta korottaa kunnallisveroa, joka osaltaan on merkittävä vero sitten taas toisaalla työn verotuksessa.
    Outi Mäkelä
  • Centre PartyIn favour

The Centre Party supported the proposal on the basis of the Finance Committee's report, in which mandatory increases were abandoned thanks to economic growth and municipalities retained independent room for manoeuvre.

Valtiovarainvaliokuntahan totesi sen, että kiinteistöveron alarajojen korotusesityksistä luovutaan ja samalla nykyiset alarajat säilytetään entisellään.
    Markku Rossi
  • Blue ReformIn favour

Blue Reform saw property tax as a useful way to support municipal finances, compensate for lowering early childhood education and care fees, and enable tax cuts on labour.

Kyllä tällä kiinteistöveron korotuksella luonnollisesti varhaiskasvatusmaksujen alentamista kompensoidaan.
    Kaj Turunen
  • The Finns Party opposed property tax increases, as they drive up housing costs and hit low-income earners, pensioners and rural residents in particular.

Asumisen kalleus on Suomessa todellinen kansantaloudellinen ongelma.
    Ville Tavio
  • The Social Democrats called for the rejection of the legislative proposal, as merely raising the upper limits after dropping the increases to the lower limits was unnecessary legislation, and repeated tax increases raise housing costs.

    Esitän siis, että lakiesitys hylätään.
    Pia Viitanen
  • GreensIn favour with reservations

The Greens considered property tax to be a workable tax in principle, but found it problematic that the tax is being raised before taxable values of properties are reformed to reflect true values.

Sen takia pitäisi odottaa sitä, että me teemme tämän arvostamismenettelyuudistuksen, minkä jälkeen verotusarvo vastaisi kiinteistön todellista arvoa.
    Touko Aalto
  • Left AllianceIn favour with reservations

The Left Alliance considered the property tax base to be stable, but was concerned about rising housing costs and the tax falling on low-income single-family home residents.

Ongelmana on kuitenkin sen asumisen hintaa nostava vaikutus, vaikka kiinteistövero ei itsessään olekaan asumiskustannusten nousun pääsyy mutta kuitenkin yksi osatekijä siinä.
    Hanna Sarkkinen
  • The Swedish People's Party supported the committee report, as the mandatory increase in lower limits was abandoned and raising the upper limits only increases the municipalities' own decision-making powers.

Nyt kunnat saavat itse päättää mahdollisesta korotuksesta oman tilanteensa perusteella, ja tämä nyt ehdotettu muutos, mietintöpohja, ainoastaan lisää kuntien liikkumavaraa.
    Mats Nylund
  • Christian DemocratsIn favour with reservations

The Christian Democrats criticised the impact of tax increases on housing costs and families with children, but welcomed the cancellation of the increase to the lower limits in committee.

Edustaja Mats Nylund käytti erittäin hyvän puheenvuoron, tasapainoisen, ja vaikka oppositiossa istunkin, niin ilolla tervehdin tätä kiinteistöveron alarajan korotuksen peruuttamista.
    Antero Laukkanen
