Eduskunnan päätöksen mukaisesti muutetaan kaupallisista tavarankuljetuksista tiellä annetun lain (693/2006) 6 a §, sellaisena kuin se on laeissa 1283/2011 ja 262/2013, seuraavasti:

6 a §Kabotaasi

EU:n tavaraliikennelupa-asetuksen 8 artiklassa säädetään kabotaasiliikenteen harjoittamisen edellytyksistä. Yhdistettyihin kuljetuksiin liittyvästä kabotaasiliikenteestä säädetään eräistä kansainvälisistä yhdistetyistä kuljetuksista annetussa laissa (440/2000).

Toistaiseksi voimassa olevaa sopimusta kabotaasikuljetuksista ei saa tehdä. Euroopan komissio pitää Suomen kabotaasin määritelmää ja väliaikaisuuden vaatimusta Euroopan unionin säännösten vastaisina ja tulee sen vuoksi haastamaan Suomen Euroopan Unionin tuomioistuimeen, jos Suomi ei muuta säännöksiä. Laki on tarkoitettu tulemaan voimaan vuoden 2016 maaliskuussa, jotta perusteltua lausuntoa seuraavalta tuomioistuinkäsittelyltä vältytään.
