What is proposed
The training compensation system will be abolished by repealing the Act on Compensation for Training and the Act on Economically Supported Development of Professional Skills. Training compensation will not be granted for training implemented on or after 1 January 2026, and the implementation of the compensation will be removed from the duties of the Employment Fund.
What it means
The abolition will reduce central government expenditure by around 12 million euros a year from 2027 onwards. The change affects non-taxable employers, particularly municipalities and wellbeing services counties (which have received around 75 per cent of the compensation), as well as universities, parishes and non-governmental organisations. Indirectly, the change may weaken the continuing education opportunities offered by employers, especially in female-dominated health and social services and early childhood education sectors. Compensation for training organised in 2025 can still be applied for until the end of January 2026.

Key points of the debate
The debate focused on the abolition of training compensation paid to employers and its effects on the competence of public sector personnel. The government parties considered this form of support ineffective and defended its removal with savings in central government finances. The opposition strongly opposed the proposal, arguing that it would weaken continuing education especially in municipalities and wellbeing services counties.
- Will abolishing the compensation weaken public sector competence and the quality of services?
- Will removing the compensation generate real savings for central and local government finances?
- Do the continued education cuts fall disproportionately on female-dominated health and social services and teaching sectors?
- National Coalition PartyIn favour
Abolishing training compensation will save central government expenditure, and this little-used and administratively heavy support has not demonstrably increased staff training.
”Koulutuskorvauksen lakkauttaminen vähentäisi suoraan valtion menoja arviolta noin 12 miljoonaa euroa vuodessa.”
— Matias Marttinen - Finns PartyIn favour
Removing this form of support reduces unnecessary bureaucracy and supports the balancing of public finances while limited resources are focused on more effective measures.
”Koulutuskorvauksen lakkauttaminen on perusteltu toimi, joka vähentää hallinnollista byrokratiaa ja ohjaa resursseja sinne, missä niillä on suurin vaikutus.”
— Anne Rintamäki - Social DemocratsAgainst
The group demanded the rejection of the bill, as removing training compensation is a short-sighted cut that makes learning during working careers more difficult and weakens productivity.
”Me ollaan yhtä mieltä tästä linjasta, ja sen vuoksi esitämme, että lakiehdotukset 1—3 hylätään.”
— Lauri Lyly - Centre PartyAgainst
The proposal makes it harder for municipalities and wellbeing services counties to ensure staff competence, and furthermore, due to the central government transfer system, the actual financial savings will remain minor.
”Tämä on säästölaki koulutuksesta, tämä on säästölaki hyvinvointialueille ja kunnille.”
— Olga Oinas-Panuma - GreensAgainst
Abolishing training compensation continues a policy of cuts that erodes workplace competence and endangers the attraction and retention of personnel, particularly in the care and teaching sectors.
”Koulutuskorvauksen lakkauttaminen on virhe samalla tavalla kuin aikuiskoulutustuen lakkauttaminen oli.”
— Inka Hopsu
